Introduction

Higher Education is very essential for active participation in the knowledge societies which in turn accelerate economic growth. Quality Education is a prerequisite to gain access to knowledge which guarantees economic development. This makes the condition of higher education in Pakistan a very critical issue. Recognizing this, the Higher Education Commission (HEC) is committed to quality assurance and enhancement of higher education in institutions. To achieve world class standards, quality assessment and continuous improvement are the necessary ingredients. This includes the accreditation of academic programs and quality assessment of the institutions. HEC has developed procedures and guidelines for quality assurance and its enhancement.

HEC has established the Quality Assurance Agency (QAA) with the objective of significant enhancement of quality in higher learnings and international compatibility. The major function of QAA is to integrate the concepts of quality in the higher learning systems and to develop practical guidelines and policies for uplifting the standard of education in Pakistan by establishing a viable Quality Assurance mechanism. One of the basic components of Quality Assurance Process is Self Assessment System for the academic programs.

The purpose of establishing Quality Enhancement Cell (QEC) at PIFD is to enhance the quality practices to excel in academics and research nationally and internationally. The prime mandate of QEC is to plan, apprise, coordinate and follow up the activities of conducting Self Assessment (SA) of the Teaching Departments in terms of their Degree Programs on the basis of Criteria, Standards and Survey Forms incorporated in the Self Assessment Manual (SAM) to determine the weaknesses and to address the same to achieve the following objectives and it is a continuous process:

  • Improvement and maintenance of academic standards
  • Enhancement of students’ learning
  • Verify that the existing programs meet their objectives and institutional goals
  • Provide feedback for quality assurance of academic programs.

In order to maintain academic quality and standards in the higher education, the institutions need to be professional, creative and innovative. Development is rapidly becoming the driving force of innovation and entrepreneurship. It is an established fact that there is a direct correlation between knowledge capital and economic development. If Pakistan wishes to become an ever going power, it needs to enhance its knowledge and intellectual capital drastically.

After establishment of HEC, there has been a strong focus to improve the quality of higher education in Pakistan with the objective of achieving international standards. The challenge of quality assurance and enhancement in higher education has been accepted at global level.

To facilitate the institution to be a world class center of education, priority must be given to the higher education which plays a vital role in development of both human beings and modern societies as it enhances social culture, economic development, active citizenship and ethical values.

Pakistan also responded to the global challenge by establishing QAA, under the auspices of HEC. QAA has so far facilitated the establishment of Quality Enhancement Cells (QECs) in public and private sector Universities/ Degree Awarding Institutions in a planned manner.

QEC is operated in this institution for the execution of Quality Assurance (QA) policies designed by QAA with uniformity of pace and standards. The Quality Enhancement is the process which enables us to determine the milestones and to set new goals after achieving the previous and it is continuous of achieving the standards near to perfection. Prior task of QEC is to identify the strengths and area of improvement through the prescribed evaluation procedure and to ensure the follow up and implementation.

  • Promoting public confidence that the quality and standards of the award of degree are enhanced and safeguarded.
  • Review of quality standards and the quality of teaching and learning in each subject area
  • Developing quality assurance process and methods of evaluation to affirm that the quality of provision and the standards of awards are being maintained and to foster curriculum, subject and staff development together with research and other scholarly activities.
  • Review of academic collaboration with other institution in terms of effective management of standards and quality of programs
  • Defining clear and explicit standards as points of reference to the reviews/audit to be carried out.
  • Developing qualification framework by setting out the attributes and abilities that can be expected from the holder of a qualification.
  • Developing program specifications. These are standard set of information clarifying what knowledge, understanding, skills and other attributes a student will have to develop on successfully completing a specific program.
  • Ensuring the Institute quality assurance procedures are designed to fit in with the arrangements in place nationally for maintaining and improving the quality of higher education.

Self Assessment activities as per the instructions prescribed in the Self Assessment Manual (SAM) provided by the Quality Assurance Agency (QAA), Higher Education Commission (HEC) has been completed in following departments in terms of degree programs for the year 2014-15 and submitted the same as Yearly Progress Report (YPR) to QAA/HEC, Islamabad. Pakistan Institute of Fashion and Design (PIFD), Lahore is a Full Member of Cumulus, the International Association of Universities and Colleges of Art and Design. The membership was awarded in the conference held at Nottingham, UK in February, 2016. It is a forum for partnership and transfer of knowledge and best practices. Cumulus consists currently of 229 member from 49 countries.PIFD is the first and only institute from Pakistan awarded full membership of Cumulus. It helps to create an Academic Forum for advancement of Higher Education and Research in Art, Design and Media. This also provides opportunity to develop linkages and promote dialogue among academic institutions of art and design, and to enhance their contribution in society.

QEC submitted its Yearly Progress Report (YPR) to QAA/HEC Islamabad for the year 2014-15 and 2015-16 on 10th July, 2015 and 19th July, 2016 respectively for Internal Quality Assurance (IQA) rating. The Score obtained as determined by QAA/HEC is 80% for 2014-15 and 86% score for 2015-16 having highest Quality Level i.e. “W” category.
